I'm trying to buy a dollar worth 100 points so I can get to the bronze level and I already have 281 points do I have to pay any extra for shipping.

Yep, you definitely have enough even if shipping costs are incorporated :)
The idea of that $1 is just so new members who receive the sign up bonus (250 points) can get straight to bronze :)
