I would rather have 100 active refs instead of 2000 inactive (which I have). If your target audience is people trying to earn an Xbox 360, they will probably go inactive because that is a massive goal to accomplish. If your target audience is people trying to earn Xbox Live Gold or Microsoft Points, most of them will go inactive, but a few will remain active because it is a manageable goal.
