By the way, I am from Hong Kong

You should be able to complete it if you already have in the past. Does it say you're from the wrong country on P2S itself or after you visit the offer? If it's on the offer, maybe you can try contacting the offer admin here by sending a ticket or reporting it in the Bugs forum to see if there's a problem with the offer directing properly or on the advertisers end.
