i looked for it in games and gift cars but i cant find it..... how can i get it?

that link says there is no PSN cards.......?

It's because of the country you're from. They're available for the US on that page, but wouldn't be for you. You could try earning in cash on the Cashle.com platform (same log-in information as P2S) and withdraw it to Paypal or another method, and then spend it how you like.
