I read that you are supposed to get a free 250 points when you register but i have not recieved them. I want to be a bronze member so i can do more stuff on the site and it says to use the points u got from registration. What should i do?

Only the US and UK receive this bonus. Try doing offers to earn points, which you then could order something cheap like from the low-cost rewards. Daily surveys would be nice to earn from, recurring tasks, or free offers.

Just go to the Earn Points (or Earn Cash) tab and click on the offer tags. Daily surveys are nice to earn from if you qualify for and complete them, with a nice payout. Go through the several categories we have and see what works best for you. If uSamp is available for CA (not sure if they are), try completing the "Profiles" by clicking that tab in uSamp. Those would be easy questionnaires to fill out for easy points.

Also you need to confirm your email address and complete your account information details before you receive the registration bonus. I can see some of your details say "Unknown" on your profile, which means you have not completed that. No it's not a scam, you just haven't done what is required to receive it.

I'm not from CA so that would probably be difficult to do, since we would have different offers to complete. Just go to the Earn Points (or Earn Cash) tab and click on the offer tags. Your country is listed as "A1", not UK which is probably why. Also you need to confirm your email address and complete your account information details before you receive the registration bonus.
