I don't think they realized you were from CA. It's not possible to change points into cash, no. If you want to earn in cash, make sure you're completing offers on Cashle platform which is the same log-in information as P2S. Only some offers are in cash as well, others are strictly points only. You can categorize the offers to show only cash offers.
