They should do something to turn them into Merits!

Not technically, considering how free spins are only added if the offers are approved. Therefore, if you claimed willy nilly without even doing any offers, you would be decreasing the amount of spins you'd currently have alongside wasting potential merits that could have been converted.

I actually agree with this function. Users who really did offers would be given a little something extra for their troubles (Not too much, like if you had 1000 extra spins and you wanted to get 750 merits, you could get 750 merits while still having 250 spins leftover.

I'd agree with this were it to become a function.
