Anyone can talk in the Shoutbox, however if you're an international member then you won't automatically have access to the Shoutbox. You need to earn at least $2 from offers on the site, or refer at least 50 members under your referral link. Once you have reached one of those two requirements, then you will be able to use it. Also when you reach one of those requirements, you can verify your physical address by requesting a verification letter. Go to the Account tab, and click Verify Address to request one.

A lot of things affects the total earnings like contests, games, offers, and referral earnings. In your case, you have a negative earnings in games so the lose is deducted from the total earnings appearing on your profile.

The advertisers are the ones who approve them. Make sure you're completing the offers correctly, which you can find many guides and walkthrough's in the Offer Discussion forums. Be sure to check out the Beginner Tips topic especially for the basics. New offers are added at random when there are new ones. If you're looking in any external offer categories (such as recurring tasks, others that show as "unknown" amount of offers in the earnings categories), then the site does not have control over the offers that appear there. The admin are always looking for new offers to add, but the country you're from there will be less offers available opposed to the US and UK countries. Try doing some daily surveys if you have any of those available to you. You can do those daily for a nice payout.
