So should I keep waiting or put in a ticket? Thanks.

If they're all from the same seller and were supposed to be combined, since they all have the same tracking number then I find it odd they all didn't come together. You should maybe wait until the fourth item hasn't arrived at least 14 days of your order being approved before sending your ticket.

Just provide them your tracking number, and tell them that you received only 3 of the 4 items.
