Yes, it does matter. The country you're from, you're not able to order things from the Reward Gallery. What you can do instead is send in a ticket to the admin, and make the Category as "Manual Amazon Order". If you find an item that ships to your country that you're interested in, you and request ordering it that way. If you want to cancel the order you placed already, go to the Spend Points/Get Paid tab >> Status of Orders and click delete on it. Note that you can only cancel orders that are in the Pending status. If it's changed to the Preparing, you would have to wait until the order has denied.
