Offers can take a few minutes to up to a few days to approve. Mouse over the approval time on offers to see how long they generally take to approve for other members that have completed it. If it doesn't after that time, it's a good chance it might not approve for you. The mark as completed button is only on P2S offers. The external offers don't have a mark as completed button and would approve automatically, adding the points to your account, if they're going to.
